According to the information the GYLA has received from various sources, representatives of political parties are recording the personal data (name, surname, personal number) of voters without explaining the purpose of collecting these data. It is particularly important that the target groups of these individuals are socially vulnerable people, ethnic minorities, and IDPs.
It is noteworthy that the name, surname, and personal number constitute personal information of a person and it is impermissible to process them without the consent of the person concerned (data subject).
Collection of citizens’ personal data is a trend containing a threat of exerting indirect influence on voters’ will, which is especially disturbing when the data subjects are socially vulnerable people, representatives of ethnic minorities, and IDPs.
In connection with the aforementioned, the GYLA has released a press statement. We also filed an application in the Interagency Commission for Free and Fair Elections.
2, According to the information provided to GYLA monitors, a representative of a local government body in Samegrelo tasked each of the employees of a non-entrepreneurial (non-commercial) legal entity with bringing ten supporters to the October 8, 2016 parliamentary elections and, before that, with bringing copies of ID cards of these people.
